MANHEIM TOWNSHIP, Pa. - March 21st, 2026 - Manheim Township is undergoing a significant overhaul of its emergency medical services (EMS) delivery, marking a departure from a long-standing contract with a private ambulance provider. The township board recently voted to terminate its agreement with Brunswick Ambulance, opting instead for a system reliant on Lancaster County EMS (LCEMS) and bolstered by mutual aid agreements with neighboring communities. While officials cite fiscal responsibility and potential improvements in response efficiency as driving factors, the decision has sparked debate amongst residents who express concerns regarding potential delays in emergency care.

For years, Brunswick Ambulance has been the primary provider of dedicated ambulance services to Manheim Township, ensuring rapid response to medical emergencies within the area. However, escalating costs associated with the private contract prompted township administrators to re-evaluate the current model. Township Manager Neil Shaffer explained, "We have a duty to our taxpayers to be fiscally responsible. The cost of the Brunswick Ambulance service had been steadily increasing, and we needed to explore all available options to ensure continued, high-quality EMS coverage while managing our budget effectively."

The new model will lean heavily on Lancaster County EMS as the primary responding agency. LCEMS, a county-wide service, already provides a baseline level of emergency medical support throughout Lancaster County. The township will supplement this with formalized mutual aid agreements with surrounding municipalities - Lititz Borough, Warwick Township, and East Petersburg Borough have already signaled their willingness to cooperate. These agreements will allow for quick dispatch of ambulances and personnel from neighboring areas when Manheim Township experiences a surge in calls or requires additional resources.

"We are confident that this new arrangement will ultimately benefit our residents," Shaffer stated. "LCEMS has a robust system in place, and the mutual aid agreements will provide an added layer of support. We believe this combination will allow us to maintain, and potentially even improve, response times while significantly reducing costs." The savings achieved by ending the Brunswick Ambulance contract are projected to be reinvested into other essential township services, including road maintenance, parks and recreation, and public safety initiatives.

However, the transition isn't without its critics. Several residents have voiced concerns about the potential for increased wait times. The primary argument centers around the potential for LCEMS units to be tied up with emergencies in other parts of the county, leaving Manheim Township with fewer immediate resources. The dedicated presence of a Brunswick Ambulance unit, stationed within the township, provided a level of guaranteed availability that the new model may not initially replicate.

Resident Jeff Smith, while acknowledging the need for fiscal prudence, expressed his apprehension: "I think it's a good decision for the township in the long run, but I do worry about the response times. We're a growing community, and every second counts in an emergency. I hope everything goes smoothly and that LCEMS and the mutual aid agreements can adequately cover our needs." Others have suggested that the township explore options for a hybrid model, combining LCEMS coverage with a limited, targeted private service contract to address peak demand periods.

Addressing these concerns, Shaffer emphasized that the township is committed to closely monitoring the effectiveness of the new EMS system. "We will be tracking response times meticulously and making adjustments as needed," he assured. "We are also working closely with LCEMS to ensure a seamless transition and to optimize resource allocation." The township is also exploring the possibility of investing in additional training for local fire departments to enhance their capacity to provide basic life support in the interim.

The township will be hosting a public meeting on March 26th at 7 p.m. at the Manheim Township Municipal Building to provide further details about the EMS restructuring and to address any questions or concerns from residents. Officials are encouraging all interested parties to attend. The transition is scheduled to be fully implemented by the end of April, giving the township and LCEMS time to fine-tune the new system and ensure a smooth handover of services. This move reflects a growing trend amongst municipalities across Pennsylvania to re-evaluate EMS funding and delivery models, seeking cost-effective solutions while maintaining a commitment to public safety.
