Mr. Webb is a businessman, lawyer, geologist, mediator, lobbyist, farmer, diplomat, soldier and political advisor. He currently serves as Chairman of Jack M. Webb & Associates, Inc., as a Director of VeriMed Research Corporation (cancer research), Bradmark Technology (software) Scotia Pacific Holding Company (timber), American Meridian Insurance Company (Bermuda), WCW International (engineering), and the Boy Scouts of America. Previous directorships include Crystal Fuels (biodiesel), Techxas Ventures, Houston National Bank, Charter Bank Houston, Employers Indemnity Company, the National Parks Foundation, the Museum of Natural Science, Rice Center, Texas Aerospace Commission, the Bluebonnet Bowl, Episcopal High School, River Oaks Property Owners Association, Harris County Health Facility Development Corporation and the Texas State Board of Registration for Professional Engineers. As Executive Director of the Houston Political Action Committee, he has been influential in national electoral politics for more than thirty years. He is also a graduate of the American Leadership Forum and Leadership Houston.
Presidential appointments include the President's Commission on White House Scholars, the Advisory Board of the U.S. Peace Corps and Presidential Delegation assignments to Finland, Haiti, Ghana, Angola and Bolivia, as well as various White House advance teams. Other appointments include the Pipeline Safety Standards Committee by the Secretary of Transportation, Take Pride in America by the Secretary of the Interior, the Houston World War II Commemorative Committee by the Secretary of Defense, and the U.S. Export-Import Bank Board of Directors Committee for Sub-Saharan Africa. Government related activities have included assignments in Africa, Europe, the Middle East and Latin America. For the past sixteen years he has served as the Honorary Consul General of Ghana.
In the private sector, he has undertaken 34 federal court appointments as Trustee in complex business reorganization cases, e.g. Couch Mortgage Company, and twelve state court appointments as Special Deputy Receiver for Texas insurance companies, e.g. Employers Casualty Company, Chairman of the Board and General Counsel of Republic Capital, Senior Vice President of First City Texas, Vice President, Secretary and Assistant General Counsel of Gulf Resources & Chemical Corporation and as legal counsel for Panhandle Eastern Corporation and Standard Oil Corporation of California. Founder of Jack M. Webb & Associates, he has specialized in representing individuals and corporations before the Congress of the United States and also provided clients with consulting services in government relations, both in domestic and international matters.
An Eagle Scout as a boy, for over thirty years, he served as a Scoutmaster of a Houston Boy Scout troop and served as a leader for Boy Scout World Jamboree trips to Korea, Japan, Australia, and New Zealand. He received a Doctor of Jurisprudence from Tulane University and Bachelor of Science in Geology from Centenary College of Louisiana prior to service as a Captain in the U.S. Army tank corp. In 1999, he attended the John F. Kennedy School of Government at Harvard University.
