Georgia Teacher Shortage: Root Causes Beyond Pipeline Issues

ATLANTA, GA - April 4th, 2026 - Georgia's persistent teacher shortage continues to plague schools across the state, and the president of the Georgia Federation of Teachers (GFT), Larry Daniel, is forcefully arguing that simply increasing the number of teacher preparation programs is a superficial fix. In a detailed interview earlier today, Daniel laid out a stark assessment of the situation, attributing the crisis not to a pipeline problem, but to deeply embedded systemic issues that are driving educators away from the profession and discouraging potential candidates from entering it.
For years, Georgia has struggled with educator vacancies, particularly in high-needs subjects like math, science, and special education, as well as in rural and low-income school districts. While the Georgia Department of Education (GaDOE) has initiated programs to incentivize new teachers and explore alternative certification routes - allowing individuals with subject matter expertise to enter the classroom without traditional pedagogy training - Daniel contends these efforts are akin to applying a band-aid to a gaping wound.
"We are seeing a mass exodus of experienced, dedicated teachers," Daniel explained. "It's not that we aren't graduating enough people with teaching degrees. It's that those who are entering the profession are quickly becoming disillusioned and burned out, and those with years of experience are reaching a breaking point. Simply adding more bodies doesn't address the root causes of this problem."
Daniel specifically pinpointed three major factors contributing to the shortage: insufficient compensation, a perceived lack of professional respect, and an overreliance on standardized testing. He argues that Georgia teacher salaries consistently lag behind the national average, and haven't kept pace with the rising cost of living. This financial strain, coupled with increasing workload demands, creates an unsustainable environment for educators.
"Teachers are being asked to do more with less," Daniel stated. "They are often required to spend their own money on classroom supplies, work second jobs to make ends meet, and are constantly bombarded with administrative tasks that take away from valuable teaching time."
The lack of respect, according to Daniel, manifests in multiple ways. He cites increasingly hostile rhetoric surrounding education, particularly regarding curriculum debates and concerns over critical race theory, and a general undervaluing of the teaching profession by policymakers and the public. The current teacher evaluation system, which heavily weighs student performance on standardized tests, is also a major source of frustration. Daniel argues this system unfairly penalizes teachers working with students from disadvantaged backgrounds and fosters a culture of "teaching to the test" rather than focusing on holistic student development.
"The emphasis on standardized testing has completely distorted the educational landscape," Daniel said. "Teachers are being judged not on their ability to inspire and engage students, but on their ability to raise test scores. This creates immense pressure and stifles creativity in the classroom. It's creating an environment where teachers feel more like data managers than educators."
The GFT is advocating for a comprehensive overhaul of state education policy, including a significant increase in teacher salaries, a reformed evaluation system that prioritizes multiple measures of student growth and teacher effectiveness, and a reduction in the number of mandatory standardized tests. They are also calling for increased investment in professional development opportunities and improved working conditions for teachers.
The GaDOE, in a statement released earlier today, acknowledged the concerns raised by the GFT. They reiterated their commitment to addressing the teacher shortage and highlighted recent initiatives aimed at attracting and retaining educators. However, they maintain that a multi-faceted approach is necessary, including both recruitment efforts and policy reforms.
The debate over the causes and solutions to Georgia's educator shortage is likely to intensify in the coming months as the state legislature prepares to convene a special session on education funding. The GFT is vowing to continue to push for systemic changes that will create a more sustainable and rewarding profession for teachers, and ensure that all Georgia students have access to a high-quality education.
