SecureAlert, Inc. and Commonwealth of Puerto Rico Partner to Address Domestic Violence With Focus on Family Safety and Real-Time Intervention

SANDY, UT--(Marketwire - Nov 3, 2011) - SecureAlert, Inc. (OTCBB: [ SCRA ]) (OTCQB: [ SCRA ]), a national leader in offender intervention and tracking technologies widely used by public safety agencies throughout the United States and expanding globally, announced today that it has signed an initial $874,125 renewable contract to monitor domestic violence offenders in the Commonwealth of Puerto Rico, an amount which may also be supplemented in the future through "Offender Pay" legislation, to be introduced by the Governor, whereby offenders can be directly billed for monitoring services.

The new electronic monitoring initiative announced by Governor Luis Fortuño follows a 30-unit pilot program utilizing SecureAlert's ReliAlert™ GPS device which was implemented in the Bayamon District during the early Summer of 2011 to protect domestic violence victims. In the pilot program, 40 offenders were monitored by SecureAlert's ReliAlert™ GPS device for 90 days. The success of this program and the demonstrated value of monitoring and intervening in real-time with domestic violence offenders led Governor Fortuño and the Oficina de Servicios con Antelacion al Juicio (OSAJ) to expand the program to all 12 Puerto Rico districts. In making the announcement, the Governor cited a study by the Florida State University Criminology Center showing that violent offenders fitted with GPS monitors are less likely to commit crimes or to violate restrictions imposed under the terms of their release.

Governor Fortuño stated, "This initiative is a new tool to give domestic violence victims the peace of mind that they deserve. Unlike traditional electronic monitoring systems, which lose track of wearers once they leave their designated areas, SecureAlert's GPS-based system can monitor an offender anywhere on the island every 60 seconds, 24 hours a day. Rapid response is the key to saving lives."
